Current Problems with MCA Sedgwick and its Management of the WTC National Program

Since the Program’s inception in 2011, the Federal contract to run the National Provider Network (NPN) had been with Logistics Health Incorporated (LHI).

Logistics Health Incorporated had difficulties in delivering services across the country as documented in press reports but there were plans to improve service delivery, with better recruitment of providers, to establish brick and mortar locations in areas with high membership numbers, in addition to other steps to address the problems.

However, on November 23, 2021, the Centers for Disease Control (CDC) announced it had awarded the contract to run the Nationwide Provider Network to a new vendor, Managed Care Advisors (MCA)-Sedgwick (Sedgwick).

Since then, 911 Health Watch has documented the repeated failures of Sedgwick and its inability to effectively and consistently deliver services to the World Trade Center Health Programs over 40,000 9/11 responders and survivors’ members in the World Trade Center Health Program’s National Program.

In May of 2026, in a surprising development, the CDC contract office awarded another five-year contract to Managed Care Advisors – Sedgwick worth 86 million dollars to continue to administer health services for 9/11 responders and survivors enrolled in the WTC Health Program who reside outside the New York metropolitan area.

911 Health Watch wrote to Health and Human Services Sectary Robert Kennedy Jr. on May 22, 2026, urging that this decision be immediately reversed and the contract to Sedgwick be withdrawn.

Here are excerpts from that letter:

We are shocked that your Department has awarded a new $86 million contract to Managed Care Advisors/Sedgwick (Sedgwick) to administer health services to the over 40,000 9/11 responders and survivors enrolled in the WTC Health Program who reside outside the New York metropolitan area. For the past five years, Sedgwick has been the program contractor administering the WTC National Provider Network (NPN) after winning the contract in 2021 as the low bidder. From the time it assumed the NPN contract responsibilities, Sedgwick’s performance has been abysmal in every respect – from poor member services to inadequate numbers of qualified providers, to delayed payment for delivered health services. Even after Sedgwick was provided an additional 23 million dollars in funding for expanding provider networks, Sedgwick continued to perform poorly, failing to provide 9/11 responders and survivors the health care services they need and deserve.

Given the history of Sedgwick as the Administrator of the National Provider Network, this recent award is disturbing.
