Today the City of New York, because of 911 Health Watch’s efforts, continued the release of thousands of pages of 9/11 documents that had been kept hidden from the public for 25 years.
As of this morning, and consistent with its agreement with 911 Health Watch, the City posted an additional 40,000 documents to the NYC September 11th Records Portal adding to the 22,000 already made available for over 60,000 documents.
These documents are the second installment of document production under the court agreement reached between 911 Health Watch and the Mamdani Administration in settlement of a freedom of information act lawsuit filed against the NYC Dept. of Environmental Protection (DEP) and the Mayor’s Office with more to come in the coming months.
The documents that have already been released tell a troubling story: the size and scope of the air quality problems were, in fact, recognized—and ignored by the City of New York.
The total release of 40,000 documents, now uploaded to the NYC 9/11 portal, will further inform the public about what the City knew about the toxic air around Ground Zero.
We applaud Mayor Mamdani and Corporation Counsel Steve Banks for faithfully adhering to their agreement with 911 Health Watch. They are doing what earlier administrations refused to do: release public records to the public.
Last week, 911 Health Watch, after a review of the initial release of over 170,000 pages, found many disturbing disclosures and we pointed them out here in our release of October 8, 2026.
9/11 Health Watch will review the documents released today, reporting what we find.
Benjamin Chevat, Executive Director of 911 Health Watch Inc., stated:
I have said it before, but it bears repeating: the terrorists bear the responsibility for those who died that day and for those continuing to suffer from the health impacts of the toxic chemicals 25 years later. We can’t fault public officials for making mistakes in the early aftermath of the attack, dealing with issues that had never occurred before.
But what we have seen after a review of the first tranche of 170,000 released documents is a disturbing record that, even when the problems and hazards were realized, the City, the State and the Federal government did not change course and deal with them head-on—by slowing down a return to homes, schools and offices, or by better cleanup efforts in those places.
Mayor Mamdani and Corporation Counsel Steve Banks continue to deserve credit for their agreement to provide these documents—hidden for decades—and for their commitment to releasing even more public records.
Andrew Carboy, pro bono counsel for 911 Health Watch, explained:
For years, the City denied these records existed or could be located. We are pleased Justice Clynes ruled in favor of 911 Health Watch in its fight against the City Department of Environmental Protection, paving the way for these disclosures. We now welcome the continued flow of information concerning the most significant event in City history. The public is owed candor from elected officials, not grinding bureaucratic resistance to transparency. We thank the Mayor and Corporation Counsel for their commitment to bringing these difficult truths into the open.
Mathew McCauley, 911 Health Watch pro bono counsel, stated:
We have begun to review the second installment of the City’s release of the 9/11 related documents and thank Corporation Counsel Steve Banks for keeping to his promise and timeline for this release. As there were many eye-opening documents released last month concerning DEP that we had been previously advised did not exist, we hope that this latest release will further help fill in the pieces to the puzzle and provide even more clarity and transparency. This will provide further validation to what was previously theorized and hypnotized about. Specifically, that the City did not prioritize the health and welfare of its workers, resident and first responders in the aftermath of the 9/11 terrorist attacks.
